Our partner countries and organisations

The world is facing an unprecedented increase in crises. In this context, France reaffirms its solidarity towards the most vulnerable populations and countries. It focuses its efforts where needs are greatest, strengthening public policies and contributing to global stability. Accordingly, we operate in emerging countries across Africa and the Middle East, the Indo-Pacific, Latin America and EU candidate countries.
We have two objectives:
- Allocate over half of the budget entrusted to us by the French government to the most vulnerable countries, including Least Developed Countries (LDCs) and those most impacted by climate change or extreme economic fragility
- Support countries severely affected by crises and conflict
As part of France’s policy on international partnerships, our agency leads numerous technical cooperation projects around the world, which we co-create with our local partners.

We are active in 147 countries, across five operation zones including countries in Africa, Latin America, the Middle East, Europe and Asia-Pacific.

In line with France’s strategic priorities, we are especially attentive to partnerships across the African continent and the Indo-Pacific. We are also keenly aware of the strategic importance of stability around Europe’s borders.
We collaborate with a broad range of stakeholders at different levels:
- National governments
- Public bodies
- Civil society organisations
- Local government
- Business ecosystems
- Regional bodies
- Public and private institutions (non-profits, consortiums, etc.)
- Public banks
The countries we operate in play a leading role in project implementation, particularly when it comes to strengthening central government, supporting local authorities, or assisting national project/programme management teams.
France’s international partnerships
A relationship based on co-development
We initiate projects when our expertise is requested by a partner country or organisation. A project can take multiple forms, from knowledge-sharing and skills transfer to advisory services and capacity building. We ensure each request is matched with the appropriate resources – whether local, French, European or international.
Our mission is to ensure that our partners’ requests are clearly understood and thoroughly analysed, appropriately matched with the right expertise, and transformed into lasting, positive, measurable change.
Our partnerships are built on trust and co-development. Before deploying our expertise, we conduct a thorough analysis and joint planning phase:
- We assess the organisational, operational, technical and financial capacity of the partner institution to deliver the planned project.
- We diagnose organisational strengths and areas for capacity building. We then develop tailored services such as technical assistance, training, coaching, mentoring or financial support.
Whether our deployment of expertise involves a single expert or a large team, these preparatory phases are essential to ensure operational effectiveness, technical quality, long-term impact and the setting of clear benchmarks for future evaluation.
